Is my GPA evaluated differently if I apply as an international student?

Your GPA is evaluated in two ways -
If you go to a school that follows an international curriculum, then admissions officers will be aware of your ranking system and they will use that for considerations. Most universities also have a way of recalculating certain international GPAs to a uniform system.

If you go to a local curriculum school, most US admissions are aware of a lot of different curricula and their grading systems. Again local grades are also recalculated. Usually, they will compare like for like, so you will be evaluated based on other students from similar curricula and countries.
